Selection Method of Foreign Invited Horses
Candidate horses for the Japan Cup and Japan Cup Dirt are assessed on their relative merits by the senior handicappers in each region concerned. The JRA, having been advised of the horses by the Panel of handicappers, have the final authority to determine the selected horses and reserves. Upon making this final selection, the JRA will not only take into account the relative merits of each horse, but will seek to spread continental representation to include the main racing countries of the Americas, Europe, Oceania and Asia. Other essential factors will be the confirmation of intention to participate and the ability of the horse to meet the schedule of timing necessary for pre-race quarantine regulations.
In the event the horses selected by the JRA decline the invitation, or where an invited horse is unable to participate at the last moment, the JRA reserves the right to invite as a replacement an overseas reserved horse which can complete the necessary formalities and logistics in time to participate in the Japan Cups.
When you register your horse in the preliminary nomination for both races, you are required to indicate on the application form which race is your first choice.
National Status of Horse
A horse's national status shall be decided by the JRA judged on the country in which the trainer is based and where the horse is actually trained.
Ownership Change
The Rules of Racing under which the JRA conducts thoroughbred racing only allows the name of one owner per horse.
In case of a change in the ownership of a participating horse, the new and old owner must report to the JRA one owner's name under which the horse is to be raced, at the very latest, one day prior to the final declaration to start, accompanied by the documentary evidence such as an ownership registration certificate issued by the horse racing authority of the country represented, or the sales contract.
In a case where documentary proof of the change of ownership is the sales contract, the new owner must hold a current ownership registration with the horse racing authority of the country represented, or ownership registration with the JRA.
After a horse is drawn into a race, there shall be no transfer nor assignment of any ownership interest in such horse until after the race, or until such horse is scratched from the race, if sooner.
Expenses Paid for the Foreign Invited Horses
1. Round-trip air transportation between the New Tokyo International Airport and the point of embarkation and the point of disembarkation.
2. Expenses required for customs clearance during export/import of the horse.
3. Van transportation expenses between the New Tokyo International Airport, Shiroi (quarantine center) and Tokyo Racecourse.
4. The following expenses for the horse during the stay in Japan.
(a) Stall rental
(b) Bedding straw
(c) Feed and fodder
(d) Veterinary treatment
(e) Horse shoeing
Notes:
1. In regards to air transportation expenses for the horse, JRA will bear the entire expenses only in the case where regular service cargo flights are utilized. Therefore, if a charter flight will be used for a certain route, JRA will subsidize the amount equivalent to the regular service cargo charges.
2. The above expenses will be paid directly to the transportation agent.

2. Accommodation
a. JRA will meet the accommodation cost (one twin/double room) at the JRA designated hotel for the maximum periods as follows:

b. Living quarters attached to the stables for Grooms and Exercise Riders, a maximum of 2 persons per horse.
Notes:
1. JRA will not furnish transportation for any jockey and spouse invited for the World Super Jockeys Series (Dec. 1-2) as their business class airfare is already provided by JRA for that event. Likewise, in the event a jockey is already riding in Japan, airfares for that jockey concerned will not be borne by JRA.
2. Any request for payment lodged with JRA for air tickets separately purchased by an invited person will not be paid. Further, in the event any connection has more than one runner, the concession will be applied only once to the connection concerned and the concession will not be reallocated to any others additional persons.
3. The round-trip air ticket between the respective international airport and the New Tokyo International Airport will be sent to the invitees through the designated travel agent by JRA prior to their departure for Japan.
4. Accommodation is provided only at the hotel designated by the JRA.
5. Any additional extension of stay will be at each individual's own account.
6. Room accommodation expenses to be borne by the JRA will be paid directly to the hotel.
